It's a battle I fought and lost!  LOL  The primary reason was "it's on the 
calendar every month so the business is used to it and expect that one Saturday 
afternoon a month the system isn't available.  I guess that's easier than 
asking the business to relinquish it when we actually need to take an outage.

I used to work for a site that was rather static software-change wise.  Unless 
we needed to IPL for an upgrade or PTF install, the system got IPLed spring and 
fall at time change - namely because we had application software that couldn't 
handle the time change.  My current job we IPL monthly just to keep things 
cleaned up.
