RDJFCB was probably successful because the DSN was correct. I'm guessing you are using WTO TEXT= which has a 2 byte length that you filled in. TSO screens the WTO SVC to display it on your terminal and doesn't care about the 128 byte limit. Real WTO will truncate at 128 bytes.
