Peter, I’m guessing you might be referring to my reply.  I need to apologies
for poor wording of my response.  Yes, the limit for the WTO is 126.  The
limit for the WTL is 126 or 128 depending on if the OPTION=PREFIX is used.
That said, the manual does say IBM recommends using the WTO.

WTL: msg: Up to 126 characters if OPTION=NOPREFIX is specified. Up to 128
characters if OPTION=PREFIX is specified.

WTO: msg: Up to 126 characters.

If the WTO limit is not 126 characters for a single line WTO, I'd be very
surprised. 

If someone has seen it documented that the limit is 128 (unless it is
counting 126 characters plus 2 bytes for the length), please point out that
(likely flawed) documentation so that it can be corrected.
