Are the rules the same for what is logged by WTO versus what WTO displays on the terminal for WTPMSG?

If someone has seen it documented that the limit is 128 (unless it is counting 126 characters plus 2 bytes for the length), please point out that (likely flawed) documentation so that it can be corrected.
