TSO processes WTO using SVC screening prior to any possible automation. Rules not enforced by the WTO macro are at the discretion of TSO. Most likely, TSO most likely does not restrict the length according to the doc. The WTO SVC creates a WQE, WMJ or WMN that is sent to the SSI to be processed by automation. WQE has a max text length of 128 bytes and the text length is not part of those 128 bytes. WMJ (major) and WMN (minor) have a max text of 72 bytes and the text length is not part of those 72 bytes. I've never tested WTO TEST= with 128 byte message so I don't know if 126 is enforced by the WTO SVC.
