Use a (batch) TSO address space with a truly multitasking application. Have that application call an authorized command or program (iebcopy will suffice) on at least two processors/tcbs at the same time. Wait for the deadlock inside that address space on a PDSE latch that EVERY PDSE access in the system needs. Then try to clean up the resulting mess. No sysplex involved, single system only.
