I believe it has been said to you in an earlier thread that you should upgrade all down level systems to avoid this problem and your other problems you've mentioned. Just do it: upgrade down level system. If you don't you are simply SOL. And please post on RACF-L. Meself, some IBM-MAIN members (and Walter) are monitoring it and perhaps answer if we have spare time.
