IBM used FUD during the OCO-wars in the early 80s including the
enormous
risks of customers having source and allowing their programmers to
change it. It was part of transition that included charging for
operating system software. there was some study that the internal
datacenters had enormous library of operating system changes ... and
there was similar number of LOC in the waterloo "library"
yet IBM never delivered a source code "maintenance" system. Something
that practically everyone was in need of.
