COBOL V5 requires PDSE for executable code. In shops where application
executable libraries (including those that are part of the life-cycle
development process) are not already PDSE there is a significant effort
required to first convert all of the executable libraries to PDSE. This is a
non-trivial project and has some real risks, and so will be approached by any
even remotely risk-averse shop as a major conversion project, with
appropriately long project time estimates.

This new product might well help such shops save MSU's while undergoing the
necessary PDSE conversion effort.

Yes.

If you have the correct source code and the current compiler then you don't
need ABO unless there is some reason that you can't use the current compiler
for production.
