COBOL V5 requires PDSE for executable code. In shops where application executable libraries (including those that are part of the life-cycle development process) are not already PDSE there is a significant effort required to first convert all of the executable libraries to PDSE. This is a non-trivial project and has some real risks, and so will be approached by any even remotely risk-averse shop as a major conversion project, with appropriately long project time estimates.
This new product might well help such shops save MSU's while undergoing the necessary PDSE conversion effort.
