I knew that when I wrote it. Nonetheless, it is true. Suppose IBM added a restriction that the output of the COBOL V5.2 compiler could only go into a PDSE whose name began with Q. It would be pretty silly, but it would still be a requirement. It would be just as "true" as if it were based on fundamental technology.
