In the PL/1 mailing list, Peter Elderon (IBM) explicitly stated that there
are no plans to force the PL/1 users to PDSEs, so IMO this is not true
for PL/1,
at least.

IOW: The "architecture aware" code generator was going to be common.
That means it will be generating program objects.
