I use Enterprise PLI  V3 and it does require you to compile into a PDSE

In the PL/1 mailing list, Peter Elderon (IBM) explicitly stated that there are 
no plans to force the PL/1 users to PDSEs, so IMO this is not true for PL/1, at 
least.
