I have seen this occur: 1) waiting to transfer ownership of the file system to the "surviving' (LPAR(s)). You might check the automove status of your file systems. 2) health checker is usually very slow in shutting down 3) HIS
You might try adding f omvs,stoppfs=zfs(? on the syntax) earlier in the shutdown process.
