I was wondering when you bring it online, what error messages do you see? There should be some IOS or IEA type messages for the VTS to say whether or not z/OS is "seeing" it or not.
I do not know about the TS7720 to provide some other options. But when our OEM VTS has issues, there is a log on the OEM equipment I can look at and the SYSLOG usually has some messages as well. Sometimes Ficon gets confused. Varying offline/online sometimes help - but I am not sure if UCBs or the whole Library needs to come offline/online for your situation.
