Here's what OAM is telling me
CBR0001I OAM initialization starting.
CBR0119I Entry default data class for library WVCHAS not available.
CBR0119I Entry default data class for library WVFLAT not available.
CBR3006I Library WVCHAS with Library ID D7720 unknown in I/O configuration.
CBR3002E Library WVCHAS no longer usable.
CBR3006I Library WVFLAT with Library ID D7740 unknown in I/O configuration.
CBR3002E Library WVFLAT no longer usable.
CBR3006I Library WV7700 with Library ID C0001 unknown in I/O configuration.
CBR3002E Library WV7700 no longer usable.
CBR3911I There is no online and operational tape library.
There are two ficon connections and they are currently online. I have tried
varying them off and back on... multiple times.

I was wondering when you bring it online, what error messages do you see?
There should be some IOS or IEA type messages for the VTS to say whether or not
z/OS is "seeing" it or not.
I do not know about the TS7720 to provide some other options.
But when our OEM VTS has issues, there is a log on the OEM equipment I can look
at and the SYSLOG usually has some messages as well.
Sometimes Ficon gets confused. Varying offline/online sometimes help - but I
am not sure if UCBs or the whole Library needs to come offline/online for your
situation.
