There should be some IOS or IEA type messages for the VTS to say whether or not z/OS is 
"seeing" it or not.

I do not know about the TS7720 to provide some other options.

But when our OEM VTS has issues, there is a log on the OEM equipment I can look 
at and the SYSLOG usually has some messages as well.

Sometimes Ficon gets confused.  Varying offline/online sometimes help - but I 
am not sure if UCBs or the whole Library needs to come offline/online for your 
situation.

Looking for anyone who know something about a TS7720 to help me!  This
machine Is in a hybrid configuration and we had a planned power outage this 
morning.
I placed the cluster in service mode and then did a cluster shutdown.
When power was restored, our zBC12 cannot talk to the VTL!  We've
tried everything, Hoping someone out there can help.  Again, this is a
3957-VEA TS7720 (1.7 release).Our mainframe is a zBC12 and is
physically connected via ficon to this VTL.  If this is not enough
information, let me know... I'll do my best to describe the situation.
We do not have a contract with IBM in place at this time and having
been working with hardware support and software support trying to receive help. 
 In the meantime, any input would be appreciated!

The most likely scenario is that the library ID on the library itself was reset to a default value. You need to set the library id's to D7720, D7740, and C0001. The book says that you need a CE to do it, but you say you don't have a service contract. I'm thinking there should be a way to set the library id through the library management console.
