I am glad that you indicated that your concern is performance.

The obvious solution is proper chargeback which will allow the business units
to decide if the results are worth the cost. As a system programmer you should
be supplying tools to allow this management, including, perhaps, daily reports
of charges when larger than expected.

For your particular case you can separate the libraries so that searches will
be smaller. 

Or periodically download the libraries to a server and use other tools to
search it offline. 


But the best approach is to charge the cost and let their management handle
it.
