One might expect it to rely on the value in DCBDSORG after opening the
member.  Alas, when opening a DDNAME when a member name was specified,
DCBDSORG is set to PO, notwithstanding that "Using Data Sets", like you,
states that this is a sequential allocation.  I consider this a
misimplementation.
