Did you define the MTL in ISMF?  If so, the LIBID must match what is in the IO
GEN

Can you provide the display of your MTL in your ISMF Definitions?

If the MTL is in more than one Plex (we share one MTL with two Plexes) then the
stuff must match the IO Gen.  And I think it is only defined one way in the IO
Gen.

Mark Zelden provided a lot of good details in the IBM MAIN Archives, search
around 2013/2014.
