Thanks for your comments. The vendor told us to set COMPACT to NO. I don't know why we're still not using LOCANY. We probably should have changed that last century. As for SHARABLE, can all the LPARs in the sysplex share the devices if we set that to NO? The devices in the 3494 libraries are set to YES.

That's not a problem but I don't know why you wouldn't want the UCBs in 31-bit storage. I also see COMPACT set to No and you would want that as Yes. You have SHAREABLE=YES and that could be the problem - set it to NO.
