My client has a mixture of sysplexes with offline and online gen'd.   For one 
of the DLm tape libraries and
associated devices they are shared between two sysplexes with CA MIM (MIA) 
controlling tape
allocations, so those are gen'd offline at IPL time and MIM puts them online 
when it "synchs".
The MIM/MIA LPARs also have AUTOSWITCH=NO.   No issues with either of those.  

Are you sure the library id and libport match what Dell/EMC set up?
