Q1) 
The supporting code for APAR OA53355 turns on the audit flag.  The audit flag 
is used to indicate that the supporting code to detect user key common usage is 
installed and that the other bits are meaningful.  There was an issue where 
some SMF type 30 records did not have the audit flag on even with OA53355 
installed.  That issue was resolved with APAR OA56180.

Q2) 
Yes, the health check checks back to the time of the last IPL and reports on 
that.  This changes if you reset the health check using PARM('NEW(text 
value)').  At that point, it checks back to the time of the last 'reset' and 
reports on that.   A health check reset is recommended after all offenders are 
'fixed' so that the health check will stop 'complaining' about 'fixed' 
offenders.  See the IBM Health Checker for z/OS User's Guide for more details 
on how to reset this health check.
