When you are running Second-Level, the console address should be the VIRT UAL address in that machine, usually 0009. Only when you are IPLing on bare hardware would you use the REAL address of your terminal. L00C3 is neithe r the real or virtual address for the system you are trying to IPL. Try LOADPARM 0009
