I have tried to find which commit REALLY causes per input context not working by looking at ibus git commit log and some diffs without success.
There is one commit by fujiwara, which hides the global engine option from ibus-setup UI. It is not the origin of the problem. Prior to that commit, ibus-setup has the global engine option without effect.
Hopefully, someone will find out the origin of the problem and this issue can be solved accordingly.
