commit 53d33ec4e6ad41a116f25cfa7ce12e04f6f93752 (2011-08-16) also removes
code that can set "use_global_engine". i.e. "use_global_engine" is
hardcoded and nobody can change it without recompile ibus any more.
I do not know the motivation of commit 53d33ec. I want to
make "use_global_engine" adjustable, even if it can only be done by
restarting ibus. However, I am not sure the proper way to do it.
