If you have 4 ohms with all the cabin lights switched off, then you have a 
short somewhere. You should read infinity with all the lights switched off (not 
by the electrical panel switch, but each individual light switch).

You're right that Ohm's Law declares 12 volts divided by 4 ohms equals 3 amps, 
but I suspect you have a short that, when energized, drops well below 4 ohms 
due to resistance heating.
