I have a 1974 Cat 27 with the same problem.  Did you bolt the mounting bracket 
directly to your winter cover?  Is it really robust enough to hold the motor?  
I 
bought a Tohatsu 9.8, and right now, it is hanging in the water because it is 
too large to tilt up.  My winter project is to remount it, on center.  Did you 
bulk up your winter cover?  I've already got the tilt bracket, but time and $$ 
got away from me and I need to put this on next years agenda.  I've been going 
round and around on this and have several ideas floating about how to do it.  
Any wisdom or advice is appreciated.

Put your winter cover on your transom  ... Centermount a fourstroke (Mine is a 
Honda 9.9) on a stainless mounting bracket... you now have all of that extra 
stowage and  quiet dependable auxillary propulsion .... Enjoy!

We just replaced our 82 with a Yamaha 8 long shaft high thrust. They had to 
custom make the cover so it tilts but it with the new cover it is perfect!
