I would say the horse is trying to tell you something. Just because a horse doesn't have skeletal issues (and good to have had the chiropractor check) doesn't mean they can't have soft tissue issues. I find that horses sensitive to being touched, groomed on the chest is they might be tight at the base of the neck. Do you have any photos?
