In reading this, I felt, with the instructions, that you WERE asking them to 
lunge!

In disengaging the hindquarters, I would stand slightly to the side of the 
horse's head, tip his head towards me just a little, and then, depending on 
what exercise you are working on, either ask for the disengage by touching 
the flank, or by the suggestion of pressure and looking at the flank.

Is this confusing?  If so, I can try to get a video, and I'm sure a little 
video of how you are doing it would help us understand, too!
