I believe any tack inproperly fitted can be bad, a nose band is not
bad on its own.

I had a wonderful Appy mare (Older).....she was a wonderful trail
horse, she came with her bit, a snaffel with 7" shanks.....now after
riding her for a long time like that, I decided that I should give
her a softer bit.....so I did...well that was a trail ride from Hell,
so I went back to her bit, which I never ever had to even touch, I
had to be hard on her mouth in the lighter bit.....I guess I could
have spent time and money re-training her, but did not, as that was
not where 
I was at the time in my Equestrian life.  I kept her in the bit that
I never had to lay my hand on....she was western trained so neck
reining was very loose and easy....I also rode her in a
hackamore.......I think its more how we use the equiptment on our
horses that is more important......they less equiptment , the more
natural.....
