wasn't that under a gate? and there was not enough clearance ...under the gate? my panels have huge spacing between and under, no way a horse is going to get a leg stuck. i think that no matter what you use to house horses...there is a risk. i myself have had my two panel stalls for 7 years, and not one problem.
