We have had our dogs tatooed on the inside of their thighs for ID purposes and they lie there quietly with no meds of any kind. My Eng. Cocker is a big baby and I know she would have pitched a fit if there had been any discomfort. The tatoo did wear off after about 5 years, though, so it must be a different kind of tatooing. My TB's lip tatoo also wore off and was unreadable.
