Absolutely, in fact, quite a few of us (Shanker, Soumit and myself) regularly do this 
to transfer/sync files between
ourselves. The config for this no great shakes, you need to configure PPPd (the 
point-to-point protocol daemon) on the
linux server to do this. After which you can dial in to the linux box from the Win9x 
box just as you would do with VSNL
or any other ISP.
