Well if you use only the non GUI parts of Gnome I suppose you could. But
anytime you go to make a Gnome based GUI you will requiree the GTK
toolkit as the Gnome widgets are based on that

Actually its the other way around - toolkits come first and then the
desktop frameworks. I dont know why specific toolkits were chosen for
specific frameworks
