Well, I would say the desktops are married to specific toolkits. If you want 
to write an application for GNOME/KDE it needs to meet/follow few 
requirements; and no one in their right mind will try to rewrite them instead 
of using what is given. And what is given is very specific to toolkits. Of 
course you can use a gtk data type inside an application for KDE, but you can 
not write the whole  application without using kdelibs/Qt.

btw, the fact that Qt/KDE is mainly from Europe and Gtk/Gnome from US may give 
you some indication of the historical background.
