Hi 
        I think GTK is the base things used in GNOME. i.e GTK is the base (since it 
is in C I shall not say base class) & GNOMES libs are developed from it.

Similar to KDE where the KDE classe are developed inheriting the classes of QT
example for socket related stuff you have QSocket in QT but in KDE you have 
KSocket which is derived from QSocket.
