my feeling goes the same way (even less than that to be honest !). i have 
several DIAS and know how it pinches to settle matters with BSNL. i 
haven't yet registered for it ! till date BSNL has not announced the 
compression ratio in its website for even its leased line customers !!
at gateway level all subscribed bandwidth of these ISPs are asymmetric. 
they have a fat pipe for incoming and thin pipe for outgoing. nothing 
fascinating is going to come with this kind of change in last mile 
technology.
