hi all In my common sense, without any technical knowledge,
I think that the broadcast made by TV cable are not packetised so we cant measure the bandwidth, just like traditional telephone connection, but when we move to VoIP then the voice is packetised and the bandwidth required for a proper VoIP connection is around 16Kbps.
