Why the question? Do you doubt the intelligence of people leaving in
Kolkata? If the experts are not participating, it is our failure.
General LUG lists are for such interaction. For expert interactions one
should form close groups. It does not cost a paisa to setup a new
mailing list. IMHO specialized discussion is better kept outside the
general list.

My Suggestion:
1. I fully agree to your idea of regular meeting, let us announce a
venue - no frill Dutch arrangement to start with.
2. Specialized topic should be kept in specialized forum. If our
ListAdmin agrees to take the extra pain it can be done under ilug-cal
domain or may be moved to yahoogroups/sourceforge or such other forum.
3. Web-site to list ongoing projects, team members, mile stone dates and
achievements
4. Publication of calender for participation in public exhibition These
should be self supporting and generate fund to support other activities.
5. Organize linux specific exhibition ourselves - Linux compatible
hardware/software etc.
6. Register ilug-cal under societies act
7. Create a constitution and elect office bearer
8. Set up ilug-cal as an organization
