Hi Sankarshan, In my mind LUG-Bengal simply means a LUG based in Bengal. And the concept is not new, if that's the point, because LUGs are a phenomenon the world over. And the tldp faq above does answer many or all of your questions. But, I'm sure there is an important point that you are trying to make, which at least I am not getting.
