Why a LUG-Bengal ? Why now ? What would be different ? What is the charter ? What are the immediate goals ? > But, I'm sure there is an important point that you are trying to make, > which at least I am not getting. Over the period of time I have been with the LUG, there have been repeated discussions on forming the LUG-Cal as a registered body. From what I could conclude, the attempts failed because: o No clear ownership of the initiative o No clear roadmap to take it ahead o No discussion on sustaining it o Narrow focus on website maintainance and Domain name (re)registration o No idea of inclusive partnership (taking in the various LUGs) If Surendra, Soumyanath, yourself start off a discussion which addresses the issues and propose a solution towards society formation it is excellent. But starting off with a premise of forming a LUG-Bengal would basically be forking the LUG-Cal (again...) and probably a redundant exercise aimed at satisfying one's ego and nothing to do with the excellent TLDP links you quoted.
