The quality of a project should always be monitored. And in college/school students cant do just anything in the name of freedom. That is a different scenario.
And of course PHP MySQL is not untouchable. But as I said earlier let them also develop non-web applications. Why just web-applications. The tendency is to copy and complete. And that is dangerous. And every coin has two sides, so it's not just web apps which we need, and it's not just non-web apps which we need. So allotte it(web project) to 1,2 or 3.
