It is not clear to me (and, perhaps, to many others), what exactly you are looking for. What I understand is the following: you would like to download the .deb files from another machine and install them on your machine. Is that right? If that is the case, what you could probably do is to look at your /etc/apt/sources.lst file and note down the sources. Then note down the names of the packages you have to download. Go to the other system (which could be using any OS), browse to the addresses given in your sources.lst and look for the packages you need. The exact file name will contain only the version information in addition to the package name. I am sure you will be able to locate the files. But remember, the addresses given in the sources.lst are not complete. You will have to go deeper into their sub-folders. Best -- V.
