apt-get --download-only install kubuntu-desktop
This will download, but not install all the needed packages
to /var/cache/apt/archives/. But this requires a Debian or Ubuntu
machine.

>From the need of file list with their download path suggest that the
machine on which you intend to download those packages is not running
any Debian flavour. If your need is to install "kubuntu-desktop"
package group, try getting a Ubuntu Repository DVD or install Kubuntu
itself from an installation disk.
