I hope you know what is an IP address and what is a domain name and how they are related. In fact all the domain names should be resolved by some server somewhere in the network, and those servers are called DNS. If you have a *public IP* and you run a web server to bring up your site, and people around know your IP address, then a *hostname.domain-name* is useless. People can type in your IP address directly from their browser and they will get your website loaded unless you don't have a public IP. For example 117.240.92.120 is the public IP of a system set-up by me a year back.
