Normally setting up a webserver involves a number of steps. As Manu's post,
you have to get a static public IP. I suggest to you to get a lesed line and
a few public IPs. This would help you to provide higher bandwidths (say 1:4)
to users of your portal, when hundreds of requests exists for times. The
next step is to run a webserver like apache ( I prefer you to use LAMPP )
and on the top layer use some CMS like drupal/Joomla or some sort of web 2.0
applications. You would probably have a record on backbone network DNS if
you pay for a domain. Free domain registration facilities are already there.
The preferable O.S is CentOS.
