To obtain a static IP, contact your Internet Service provider. You will get an IP almost for free, but you must need to pay for the service, like what you do for broadband.

You can setup a server, but everytime you reconnect, your IP will change. So, it can't directly be used for hosting a website. But it will be useful for testing and collaborative web based works.

There are some free services, which helps you to redirect a domain to dynamic IP's. You can try using them, but it not much reliable.

freedns.afraid.org is one among them which can serve the purpose, but you must manually change the IP everytime it changes.
