Actually, it should be enough to edit the appropriate configuration file. But I have not found where the panel configuration is saved. However, it seems it is the saved_state file in the directory .gconfd that contains, obviously, the saved state of the desktop. It should be enough to rename this file (after logging out from Gnome - maybe from a console) to get back a default state. This way, you won't lose your other configurations. Indeed, if you can use the panels instead of deleting them, you could do as Syam has written. Best -- V.
