It would be suicide for any website operator to limit his/her clientele in that manner. If I don't have the fancy technology to view someone's website I'll simply go to someone else's website. And the guy with a website requiring Flash 7.0 which must have 500 Mb of RAM just to view it will be nice and lonely ....... and broke!
