Yet they do it all the time. Web sites used to commonly have IE4 or Netscape 4 buttons on their site, since you had to have those browsers to correctly see their pages. It limited their site, but they just asked users to upgrade. They often figure it's your own problem if you don't want to or can't.
Apple now limits most of its online QuickTime movies to version 5 users. Many government web site PDFs require Acrobat Reader 4. Shockwave Flash, RealPlayer, Windows Media, etc. all work the same way. HTML is at version 4 and it's bound to get upgraded (XML) so that you have to use newer browsers. Enough people upgrade that it makes it okay in the site owners' minds to limit it.
